(A young boy leaves one of the first evacuation ships from Stormbreak to find Sohalia and deliver the letter directly into her hands)

I don't much time. The Tower is fallen. Dahlia has openly threatened anyone who doesn't submit to the Family's rule. We're evacuating those who will leave. I'm sending civilians and the injured to Torchline for you to help manage.
Once the city is clear, I'll take what Dragoons I can to the Refuge in King's End.
