To the Council - Wessex - 04-23-2020 Dearest Rexanna and Council Members, I met a man in the Settlement who obviously wasn't one of us; he didn't smell like Torchline or Halo, either. I can't imagine where he's from, but he wasn't an Outlander either. Your guess is as good as mine. He said the snows are coming early this year. Regardless of whether or not that's true, I'd suggest acting as if it were a warning. Collect the snow moss early. Do whatever you need to do earlier rather than later.
