Deepfrost brought with it isolation from the rest of the world, but with that isolation came a peace. While it wasn't impossible for a siege to make it's way to the Citadel in the midst of the season, it was highly unlikely; even if they made it past the frozen portal and into the region, the blizzards and intense terrain surrounding Halo provided as good a defense as any other.
She used the peace to try and reconnect with her people. Holding as many meetings as she could; discussing, learning, listening. Desperately, more than anything, she wanted to represent them. Not any Gods, not an ideology, but what was in the best interest for all those that lived in her care, Ascended or not. Morgan was pleased to find there were those in the Citadel that praised her attempts at neutrality, and tried to be humble in talking to those who did not.
There would be larger plans later in the season. Things to ask Frey, plans to be made; but for the moment, she was content to watch the snow fall fast against the window as she spoke one by one to the people that lived in her Citadel.
