Sunjata,
I’ve heard that King’s End is still standing. That is a good thing. My question for you is simple: does the refuge built before the Second War still stand? What manner of protections does it offer now?

The only damage King’s End has sustained is flooding. The Refuge is nestled in far enough it didn’t take much damage, thankfully. According to Frey, it can be used again if needed. It never got rid of its capability to remove abilities within the boundaries of it anyway.
