Nephele for me was a scientist, I made her that way specifically to circumvent the "humans bad" which, while true like you said that it wasn't enforced or demanded, kind of came about naturally not just from IC events but also from the active Fae kind of side eyeing and playing off the other Fae characters to try and establish some sort of unity and community. Like Cirago pointed out, I had to make Neph the way she was because otherwise what is her drive to leave the GW? Her curiosity and desire to record human habits is what I used to get her exploring the Grounds. Because that's where all the action is and the GW is left as a kind of empty void.
I love the Fae, and really want to see them thrive. I love flighted characters (laughs in Pegasus forever) and I agree hitting level 5 is an achievement of itself. But illusion magic is one of the less used, and there's personally less drive to level them because the rewards aren't as immediate and fun (and tickle the serotonin machine) as Abandoned or Attuned for example.
I would love to play another Fae someday depending on how this brainstorming goes. Nephele is at a disadvantage for me because I'm trying to prioritize my others, on a purely person level. But I do truly love the Fae race, I just think a bit of revamp would be good for them too.
