For all the complaints and concerns, nobody had demanded she and Noah step aside, nor challenged them for their positions. As such it's not long before the crowd disperses, leaving them with a day full of things to do. The first is this - making the Council Hall their own. It is already in good shape, but personalizing offices alone would be important.
The trio gather in the aftermath of the talk in the square. As hopeful as Hotaru had been to bring Aino or Sah into a council position, it was unfortunately not to be, and so it would seem they were the ones who would have to shape the hall to their individual liking.
Heavily pregnant or not, Hotaru doesn't intend to sit aside. She can still pull her own weight, even if perhaps slower than before. Soon the child (children?) will be born, and such concerns will be unnecessary.
"I think we should create a box for anonymous reports and concerns. There may be individuals who are wary of coming to us directly, but who have problem we need to hear." Glancing around, she hums softly, considering what they have available. "Perhaps with a slot to the outside, or somewhere close to the door so they don't feel they have to come all the way in." Moving deeper into the hall, she swings the doors wide on each individual office to open them up for review. "We'll need to fix the door to the office that was Morgan's. And the other offices need to be aired and cleaned." Turning, she regards Noah and Deimos, hands going to her hips in a prepared stance made comical by her protruding belly. "Let's get to work!"
So saying, she turns and strides off to open the other doors, plucking a wastebasket from the entry of one office and setting to work dusting with a rag while the door remains open for ventilation.
