"I understand your concerns and I imagine it feels like a disservice for the center of our region's weapon to be skewed away from your people. But I also still stand by it being on the edge of Haulani near the canals." She sighed and added, "The underwater city, given how hard it is for many to access, is arguably one of the most secure places in Torchline. Haulani is arguably the opposite."
As for the communication issue, Ray nodded in agreement with Jack, "We should certainly pursue a way to improve ability to communicate between land and sea at some point in the near future."
