It might surprise most some, but Jack's need to control everything around him does not always display itself in typical assertions of dominance and command. Make no mistake about it - it's still control - but sometimes it pays to give people what they want. And right here, right now, with the governor? Apparently that means giving Sunjata something he feels he's got power over. So his back hits the door, the captain finding himself pinned there by teeth and tongue and fingers that he's sure threaten to become claws.
And Jack dives right into it, swimming in that haze of boozy impulsiveness, his hips arching to grind against Sunjata's. Teeth nip against him, the smuggler breaking the kiss only to lean in again, in a perfect position to mark the Flood's neck with further kisses that might as well be bites. Indeed, if he's following the patterns of old scars, present or healed away... well, that's just coincidence, isn't it?
