They all gave their reasoning to her, all of it sound; she understood both what Deimos and the other two had to say, but it was a majority rule. Regardless, it would be within the Citadel and hopefully able to provide it's benefits to them within the next season. "Then it seems like we'll put it here, by the wall. I suppose it's useful that we're already stood here." With a little joking smile she turned with her hands on her hips to look over the space.
A makeshift coop had been constructed on one corner, blatantly ignoring the marked out space; an elderly man in a rough farmer's garb sat by it, holding a squawking chicken in his arms. Several others pecked around in the ice and snow, which was strewn over the ground; Deepfrost had been warmer in the Citadel, but not by any means hot. Halo was still Halo and snow had always been a part of the scenery.
"If two of you could stay to clean out this space --" Morgan asked, pointedly glancing over at the man with his chickens. "--I will need one person to come with me and fetch things from the builders. We only need to build the foundations. It should hopefully not take too long."

Place 3 it is - by the residental/agricultural area. Sorry Deimos!
Now that we have a place we can start setting the foundation - but first we need to tidy up.
1. A stubborn farmer has decided to keep his chickens here. He will need to be convinced to move.
2. The Halo classic, snow and ice are accumulating around the corners and edges and must be cleared.
3. Help Morgan to bring in the supplies from the builders - lifting and hoisting large pieces of stone and wood.
