Only recently arrived in Halo from balmy Torchline, Theo was thoroughly ready to get into the kind of trouble that had once driven him from the Citadel. Except, you know, go big or go home -- he'd figured out how to put himself in a position to settle all his old debts and more.
Halo had gone through a lot of Wardens lately. Why not Theo too?
He didn't actually want to lead or anything -- oh, no. But he could use the Warden's power to either get rid of or placate a few old enemies, and then saunter out of the palace with everything not nailed down (and maybe some things that were; Theo could be handy with a crowbar).
So here he was in the Kraai, making his candidacy known, buying people drinks (on a tab he couldn't pay, thanks to the bartender who didn't remember Theo's chronic penury from his last time in Halo) and chatting about how as Warden, he would do ... pretty much whatever they wanted, really.
