Pressing his lips together, he shook his head. "Civilians, maybe, but were they innocents? The Tower was the Order's headquarters, and everyone who worked or lived there supported them in some way, shape, or form. At least as much as any Ascended supports the cause of the Voice." Bowing his head, he closed his eyes for a moment.
