"To that end I'm sure we will all be letting our citizens know, but if any new information is found - or even anything is suspected - I think we should at minimum send letters to each other to keep us all abreast of the situation." Perhaps if they'd all worked together when the bloodless animals had shown up, Dygra's rebirth could have been foretold, and more people might have used the Refuge.
