Let's skip the part where we make up a reason for Koa being in the Feverlands and just agree that drop logic is weird. Sidling up to Flora and the (very beautiful) woman she's with, the young Dragoon raises an eyebrow, looking pointedly between the blondes and the birds. He's snagged a fishing pole from the pile, which he now brandishes like a sword. "Don't worry, fair Queens. I will capture the beast in your honor, or else fall trying!"

So having gallantly declared, the young man casts his line into the water, eager to snag a hopefully-duck and thus impress Flora (and her mom).
