The wake of returning to his (previously shortlived) standing as Warden filled Noah's mind with possibility. One thing was for sure, though, they needed to bolster themselves when it came to defenses for this frozen land. Noah's last reign had ended with an assault on the Citadel, leaving parts of their walls in less than a desirable state, and in some places simply in shambles. The guards had worked to bring more defenses as part of their patrols their, but Morgan had no done anything to help bring the construction around.
Noah would not stand for it. He spent several days gathering the necessary people and supplies needed to accomplish such a task. There were a half a dozen masons working on replacement stone bricks for the walls where they had been taken down. They hadn't had much time to construct scaffolding to hoist the bricks, but with Deimos' aid Noah was not worried about that. Instead, a few artisans had taken the time to craft harnesses and set up rope systems for them to use to set mortar between bricks.
With those willing to help gathered around (including nearly a dozen NPCs), Noah cleared his throat and started. "Good morning. With the short days reaching us, we want to work diligently as possible. We need two groups -- one group to harness up and be mortar men, and the second to be bricklayers." He looked to Deimos specifically. "Deimos will lead the bricklayers, and Sah will lead the mortar men. With how quickly it sets, we still need to make the mortar. We don't want to make more than we need at a time, in case of it drying on us between sets."
This is a leadership PQ to reinforce the walls surrounding the Citadel! Round one is to set to work on making mortar and getting ready to set bricks.

Perhaps it was best that they weren’t starting with the council hall. There were far more important things to tend to.
Following at Noah’s instructions, Deimos nodded, and led his group of bricklayers over to a section clearly needing to be reinforced and redone. Though he would’ve opted to strengthen the threshold through sheer magic alone, this might’ve been a preferable alternative (and he could always enhance proportions later or when it was necessary).
So while Sah’s group worked on the mortar they’d be using, the Sword instructed his team to lay out the foundations of where they’d be sliding everything into place, making and setting a line, hoisting up individuals where they’d need to go (for, he figured, he’d be able to send bricks via air incantations with control and accuracy fairly swiftly).

Deimos’ group of bricklayers sets the bricks to get ready for mortar, and hoists a few upwards. Once Sah’s crew is ready, Deimos will use his Mastered Air to send the bricks, with applied mortar, to those needing it.

Sah nodded as Noah gave out the instructions for the day. He was greatly relieved that things were finally getting done. He'd tried to nudge Morgan into action during her time as Warden, but his influence as an advisor was simply not enough to conduct Halo's war preparations. Her inaction had been incredibly frustrating. The Abandoned had grown restless and was now excited that preparations could truly begin.
Once his crew was ready, Sah led them over to a spot to begin. He set the workers up in an assembly line, each person taking on a single task before passing it to the next. He hoped they could use this method to create mortar efficiently to then pass to Deimos' team. It would also make it easier to stop once they had enough mortar made and not waste time creating an excess volume.
Assembly line prepared, Sah took his spot and began to work beside the others, keeping an eye on the overall production as he did so. Whenever it was needed, the Abandoned stepped in with his telekinesis to aid or speed things along.
Sah has his group set up in an assembly style format to create the mortar. He's also got his mastered telekinesis going to aid in any mishaps or speed things along as needed.
