She told her squad, "Everyone, report to the commanders of each unit in the area and relay those commands, have them take their units to evacuate the city into the square. Tell them to send the evacuees down the widest roads or any open space available. Narrow streets will be too dangerous to evacuate through."
Realizing that someone needed to ensure each section of the city was covered instead of two commanders going to the same place, she gave her squad more specific instructions. "Tell the commander of First Battalion to evacuate the central city, Second Battalion the Silk Houses, Third Battalion the temple district..." And so on, she ensured that each section of the city would have a battalion assigned to evacuating it.
