"Dunno about th'Refuge m'self, but if it'll protect folks from th' void critters, people'll be comin' just for safety. Havin' a way for as many as possible t'get someplace they won't get bit or whatever seems more important right now than buildin' some random houses. I mean, I'll help folks build when they move here, sure. That's just neighborly. But I'm not gonna waste time buildin' an empty house no one might ever move into. That's puttin' th'sled before th'dogs, isn't it?"
