Part of what Jack might wonder, but to that Flora has no real explanation. It was part of having fun. Part of how you were supposed to flirt in the water with someone else. While it was true Flora didn't see any lilies (and wouldn't, thanks RNG) that didn't mean she couldn't try and at least coax a little bit of levity out of the old man. Besides, if she enjoyed it, he would too.
