Appearance
Disheveled, dirty-blonde hair sits atop a concentrated brow. He's an unsmiling person, his lips too busy with the cigarette that's always dangling haphazardly from them. He is capable yet always appears unbothered and - most importantly - unapproachable. His blue eyes are usually downcast, kept to himself. They might pierce across the streets he's loitering in to piece you together, though, taking an interest in new things. By the time you notice, those eyes already seem to know you. There isn't much that eludes Declan in his travels but, he clearly couldn't care less as he shrugs and moves on.
Personality
Declan is guarded, and it's the first thing anyone will notice about him. His shoulders hunch close together as he passes you on the street, acting as if he's paid little mind to you in the hopes that you'll do the same to him. He doesn't want to be close, doesn't like it, and he'll do his damned best to make sure people are kept at arm's length.
However, he does tend to draw people in, for reasons he can't explain. That cool, aloof attitude of his is somehow alluring to others, it would seem. Sometimes people are open, or sometimes they mistake his silence for a listening ear. Maybe they're not entirely wrong. Regardless, things told to him in confidence become well-kept secrets. Discretion is a requirement in his trade but, he takes it a step further. He makes it a point not to meddle in shit that doesn't got to do with him and he bristles like a fuckin' porcupine when cornered.
He's clever, too. He'll intentionally steer someone wrong if they come asking him questions, even if it's supposedly harmless to spill what he may or may not know. He's often got that hard stare about him; the wrinkle of his brow, the characteristic frown, the bad posture of someone constantly hunched over in thought... but he reveals nothing. Declan does nothing, hears nothing, sees nothing without calculating how it all comes into play against him - but you'd never be able to call his bluff.
So, imagine his frustration when things don't go according to plan. Declan's never been a patient guy, spending much of his time on the move. It seems like he's always got some place to go next, some person to see. Or, that's what he'll tell people... so they get out of his hair. He doesn't react to the unexpected with much integrity. That smooth exterior can be ruffled, believe it or not, and his temper is steely.
Not many people are close to Declan but, the people that know him know that he is trustworthy in his work and discretion. Anyone that's ever attempted to close in on him to use him has failed miserably, and he remains a solid rock, impenetrable. Not that he'd ever want others leaning on him. But this is a lonely lifestyle to keep so, he indulges in things - not people - that take the pain away. Smoking and drinking are his poisons of choice. Sometimes a stubborn few people slip through the cracks, and they get a side of him no one else does.
History
Not much is known about Declan's past. He had a mother and a father, of course, but what happened to them or where they are is a mystery. Shit happens and people leave; maybe it was his family, maybe it was him. There exist rumors and conjecture, of course. Some of them center around a wife and kid. People might say all kinds of things; that he abandoned them, that she left him, that they were lost at sea, or even wild accusations of him being the reason no one's seen hide or hair of them. Perhaps they never existed to begin with and people are just bored.
All that can really be said for certain is that he's lived in Torchline since anyone can remember, and he's good enough at what he does that nobody complains.
