It would limit expansion, depending on how far and wide the barrier was set, but it would keep most animal multitudes out without needing a higher being. A suggestion; and potentially the only one the Sword would make. In the end, it would come down to Sunjata's methods over his jurisdiction - but the nothing still felt bizarre.
