Similar to Mateo's line of thinking, Flora also doesn't want to give their Karen any more ammunition if and when she gets ahold of the dragoons, and not just because she doesn't want to see Koa get into trouble. Reaching for another balloon, the queen aims for the two locals milling around the outside of the splash zone, before taking aim and firing. Maybe it wasn't really in the spirit of what Ludo would have wanted, given that Flora's intention was to scare them away, but whatever. She was fairly certain the chaos around her would more than make up for it.
