Not necessarily wanting to target the merchants who'd done nothing wrong and watching her brother aim and fire toward the wailers, the queen bit at the inside of her cheek, trying (for a split second, anyway) to ignore the mischief building in the back of her mind.
Ahh, but it wasn't as though Flora was really known for making the best choices.
Turning, she throws her balloon toward Koa. If nothing else, she could say that at least she wasn't adding to the incriminating evidence below.
