Shaking his head, Koa fists his hands hard enough to leave half-moon indentations that the fountain immediately soothes. "I am a Dragoon, and you are a citizen of Stormbreak. Even if it wasn't you, I would need to file a report." The fact that it is Kai makes Koa that much less likely to yield.
